Glenn Menner

Glenn is a social policy and planning practitioner with 25 years experience in both local government and community sectors.

Since working in dedicated housing roles for NGOs in the 1990s and as a state delegate for National Shelter, he has found his true home in local government and is now based at Brimbank City Council in Melbourne’s west.

Glenn’s specialist expertise in housing ranges from strategic policy, research and advocacy through to leveraging funding and facilitating partnerships with community housing providers to deliver social housing.

In his role at Brimbank, he conducted research into housing need, which informed the development of a Homelessness Implementation Plan and a Social and Affordable Housing Position Statement.

Glenn has long viewed housing as a human right, in recognition of the importance of social housing as a basis for community health and wellbeing.

While he does not see local government as having all the policy levers, he is of the view that councils need to have a seat at the table to formulate solutions to the housing crisis we currently face in Australia.
